1) click on the setup icon shown below. Navigate to organisation then staff list. 

Click on Setup >> Organization >> Staff list >> Select the staff you want to give complete access to VETport.

2) Click on the multiple logins icon.

3) Click on the make VP admin option shown below. 

4) Once clicked on it under actions below is the screenshot on how it shows.
